Infused oils are created from 2 ingredients:  a base oil and an herb. Infused масла создаются из 2 ингредиенты: базового масла и травы.

The herb by itself can not become an oil. Трава сама по себе не может стать нефть.  But if there is a base oil to hold the herb’s flavor, then an infused oil can be created with the herb flavor.  This allows for a myraid flavor in Infused Oils.
